Telegram was founded in 2013 by Pavel Durov and his brother Nikolai in Russia. Pavel previously founded VK, Russia's largest social network, which he was forced to sell after refusing to hand over user data to the Russian government. He left Russia and moved Telegram's team to Dubai. Telegram operates on a strict 'no ads, no VC funding, no cooperation with surveillance' philosophy, historically funded by Pavel personally. In August 2024, Pavel Durov was briefly detained in France, thrusting Telegram's moderation policies into the spotlight. Also in 2024, Telegram crossed 1 billion monthly active users, cementing its place as the world's fifth-largest social app.
